She holds a B.A. from Brock University, an M.A., and a Ph.D. from the University of Toronto. Her research focuses on criminal justice systems, domestic violence, carceral governance, and feminist criminology. Notably, she leads the Prison Transparency Project, a multi-country study examining transparency in prisons, and collaborates with advocacy groups to challenge victim ontology in domestic violence cases.
Her work integrates visual methods (photography, poetry) and lived experiences to critique juridical systems. She teaches graduate and undergraduate courses on punishment theory, crime control, and legal studies. Moore supervises students in Legal Studies, Sociology, Political Economy, and Social Work, emphasizing theoretically driven, empirically grounded research. She is an expert witness on prison conditions, domestic violence responses, and prisoners' rights.
Recent publications explore carceral mobilities, feminist carceralism, and sensory dimensions of law. Her research bridges critical theory, empirical analysis, and activism to address systemic inequities in criminal justice systems globally.
