David A. Carrillo is a Lecturer in Residence at Berkeley Law and the founding Executive Director of the California Constitution Center, a research hub focused on California constitutional scholarship and the California Supreme Court. He holds a B.A. (1991), J.D. (1995), LL.M. (2007), and J.S.D. (2011) from UC Berkeley/Berkeley Law.
His research examines constitutional frameworks, state judicial systems, and legal governance in California. Primary interests include constitutional interpretation, state supreme court jurisprudence, and comparative state-federal legal structures.
Governor Gavin Newsom appointed him to two consecutive terms (2019, 2023) on the California Law Revision Commission, where he served as Chair (2022–23) and Vice-Chair (2021–22). He currently chairs the Citrin Center advisory council and serves on boards for the Northern District Historical Society and PPIC’s Statewide Leadership Council.
With 16 years of legal practice, Carrillo served as Deputy Attorney General (CA DOJ), Deputy City Attorney (San Francisco), Deputy District Attorney (Contra Costa), and commercial litigator. His extensive bar service includes leadership roles in the California Bar Foundation, State Bar Committee on Appellate Courts, and multiple judicial appointment committees.
