Dr. Cynda Hylton Rushton is the Anne and George L. Bunting Professor of Clinical Ethics at the Johns Hopkins Berman Institute of Bioethics and the School of Nursing. She co-chairs the Johns Hopkins Hospital's Ethics Committee and Consultation Service and serves as a Hastings Center Fellow and Trustee Emeritus. As a Fellow of the American Academy of Nursing, she has established herself as an international leader in bioethics and nursing ethics.
Dr. Rushton's research focuses on moral resilience, ethical practice, and clinician well-being. She is renowned for developing the Rushton Moral Resilience Scale (RMRS), which has become a standard tool for measuring moral resilience in healthcare professionals. Her work addresses critical issues including moral distress, ethical challenges in clinical practice, and strategies for building resilience in healthcare settings. She co-led the first National Nursing Ethics Summit that produced a Blueprint for 21st Century Nursing Ethics and co-led the State of the Science Initiative: Transforming Moral Distress into Moral Resilience in Nursing.
Her recent publications demonstrate a strong focus on moral resilience measurement, pandemic-related ethical challenges, and innovative approaches to ethical practice. The development and validation of the Rushton Moral Resilience Scale-16 represents a significant methodological contribution to the field, while her work on the Mindful Ethical Practice and Resilience Academy (MEPRA) shows practical applications of her theoretical framework.

Dr. Rushton serves as chief synergy strategist for Maryland's R3 Resilient Nurses Initiative and co-creator of MEPRA. She has received numerous grants supporting her work on moral resilience and ethical practice, including collaborations with the American Nurses Association and the National Academies of Medicine. She serves on the Nursing Advisory Board for Corporate Counseling Associates and was a member of the National Academies committee that produced the report 'Taking Action Against Clinician Burnout.'
She leads the Mindful Ethical Practice and Resilience Academy (MEPRA) and serves as chief synergy strategist for Maryland's R3 Resilient Nurses Initiative, a statewide program building resilience in nursing students and novice nurses. Her work bridges academic research with practical implementation in clinical settings, creating sustainable frameworks for ethical practice.
