Colin M. Maclay is the Executive Director of the Annenberg Innovation Lab and Professor of Communication at the University of Southern California’s Annenberg School for Communication and Journalism. Previously, he served as founding director of Harvard Business School’s Digital Initiative and contributed to scaling the Berkman Klein Center for Internet & Society at Harvard University. His work focuses on understanding how technological advancements impact organizations and society, emphasizing digital transformation, civic media, privacy, and multi-stakeholder governance. He holds a BA from the University of Wisconsin, MPP from the Harvard Kennedy School, and PhD from Northeastern University.

Research interests include digitization challenges in public media, education, and Nigerian film; online free expression; policy frameworks for emerging technologies; and global ICT adoption. He has advised on national technology strategies, democracy, and rural access initiatives. Key projects include the Global Network Initiative (protecting digital rights) and the Global Networked Readiness for Education study.
His publications analyze digital safety for youth in developing nations, ICT’s role in education across 11 countries, and peacebuilding in the digital age. He has led events like the 'New Nollywood' workshop and symposiums on ICT in Nigeria’s elections. Grants and collaborations span UNICEF, eIFL, and multi-stakeholder partnerships.
Colin’s work bridges academia and practice, aiming to align technology with societal benefit through participatory research and policy innovation.
