Colin Kahl is the Diller von Furstenberg Senior Fellow at the Henry A. Kissinger Center for Global Affairs, Johns Hopkins SAIS, and a courtesy Professor of Political Science at Stanford University. He previously served as Under Secretary of Defense for Policy (2021–2023), overseeing the 2022 National Defense Strategy and responses to crises including Russia’s invasion of Ukraine. His research focuses on emerging technologies in deterrence, U.S.-Russia nuclear dynamics, and the strategic utility of the 'Free World' concept. He holds a B.A. (1993) from the University of Michigan and a Ph.D. (2000) from Columbia University.
His career includes roles as Deputy National Security Advisor to Vice President Biden (2014–2017), Deputy Assistant Secretary of Defense for the Middle East (2009–2011), and academic appointments at Georgetown University and the University of Minnesota. He has authored books such as Aftershocks: Pandemic Politics and the End of the Old International Order (2021) and States, Scarcity, and Civil Strife in the Developing World (2006), alongside numerous articles on U.S. defense policy in leading journals.
Dr. Kahl’s honors include the Department of Defense Distinguished Public Service Medal (2023). His work emphasizes geopolitical technology governance, NATO alliances, and strategic partnerships like AUKUS. He leads Stanford’s Program on Geopolitics, Technology, and Governance.
