Cindy Wittke is a Professor of Normativity in International Politics at the University of Regensburg's Faculty of Law and Head of the Political Department at the Leibniz Institute for East and Southeast European Studies (IOS) in Regensburg. Her research focuses on international law's role in unresolved territorial conflicts, post-Cold War peace negotiations, and the development of 'laboratories of international law' in Eastern Europe. These laboratories examine how state transformations and legal frameworks shape societal evolution.
She serves as deputy spokesperson for the Bavarian Science Alliance for Peace, Conflict, and Security Research (FoKS), representing the University of Regensburg on its steering committee since 2024. Additionally, she leads the BMBF-funded Competence Network Conflict and Cooperation in Eastern Europe (KonKoop). Her research integrates empirical-comparative methodologies to analyze legal discourses and policy dynamics in conflict zones.
Key areas of focus include Eastern European geopolitical challenges, supraregional comparative perspectives on peacebuilding, and the evolving role of international law in fragile states. Her work bridges legal theory with practical governance, emphasizing interdisciplinary approaches to global security and normative frameworks.
