Her work critically examines the role of international assessments like PISA in shaping educational policies and equity outcomes.
The recent publications of Cibelle Toledo demonstrate a strong thematic focus on socioeconomic equity in education, particularly through longitudinal analysis of PISA data. Her work spans systematic and scoping reviews, policy discourse analysis, and comparative studies across national contexts. She investigates how PISA influences policy-making and tracks equity trends over two decades, with a particular emphasis on Portugal. Her research bridges academic inquiry with practical policy evaluation, contributing to debates on whether international assessments genuinely advance social equity.
