Prof. Chen Don-yun is a Full Professor at the Department of Public Administration, National Chengchi University (NCCU), Taiwan. His academic career includes roles as Department Head and Vice Dean of NCCU's School of Social Science. He holds a PhD in Political Science from the University of Rochester (1997), specializing in comparative politics with a focus on Taiwan's democratization. His research centers on bureaucratic systems, e-governance, and health policy, particularly through projects like the Taiwan Government Bureaucratic Survey (TGBS) and the Taiwan e-Governance Research Center (TEG). He has advised Taiwan's National Health Insurance reforms and contributed to policy analysis frameworks.
