Charles R. Boehmer is a Professor in the Department of Political Science and Public Administration within the College of Liberal Arts at The University of Texas at El Paso (UTEP). He earned his Ph.D. in Political Science from The Pennsylvania State University in 2002 and joined UTEP that same year. His academic career spans over two decades with significant contributions to teaching, research, and university service, including serving as Graduate Director for nearly five years and currently as the elected Chair of the Graduate Council.
His research focuses on three primary areas: the relationship between economics and interstate conflict, the Liberal Peace perspective and international intergovernmental organizations (IGOs), and security topics related to civil war and terrorism. His scholarly work has appeared in top journals including International Organization, World Politics, Journal of Peace Research, and International Studies Quarterly. He maintains an active research agenda with multiple working papers and an NSF-funded project to improve data measuring the institutional structure of IGOs.
Professor Boehmer has received numerous teaching awards including the University of Texas Regents' Outstanding Teaching Award (2013), UTEP's Piper Professor Nominee (2018), and membership in the Academy of Distinguished Teachers (2019). His current research examines how economics affects violent conflicts, the role of international organizations in global governance, and interdisciplinary topics including border studies and environmental policy. He serves as a fellow at UTEP's Center for Excellence in Teaching and Learning (CETaL).

Professor Boehmer actively advises graduate students through thesis supervision (POLS 5398, POLS 5399) and serves as Principal Investigator for the NSF-funded AGEP FC-PAM project (2023-2028) focused on creating inclusive models for BIPOC faculty career paths in STEM. His teaching spans both undergraduate and graduate levels with courses in International Security, International Political Economy, Research Methods, and Quantitative Analysis. He has served in significant university leadership roles including Chair of the Graduate Council, which oversees all graduate curriculum and policies for UTEP.
