Cathrine Filstad

Cathrine Filstad is a Professor of Leadership and Organization at Kristiania University of Applied Sciences and the Police University College in Norway. Her research focuses on police leadership, organizational learning, change management, and leadership practices. She holds a Ph.D. in Organizational Learning and Management from Aarhus School of Business (2003), a Master of Management from BI Norwegian Business School (1998), and a Bachelor in Sociology from the University of Oslo (1993).

• Key roles: Project leader for the Norwegian Police Reform (2016-2020), Chair of the OLKC International Conference (2014), and Associate Dean of Executive Master of Management programs at BI Norwegian Business School.

Her research emphasizes police leadership culture, organizational change, and competence development. She has authored multiple textbooks, including Police Leadership as Practice (2020/2021) and Organizational Learning: From Knowledge to Competence (2022). Her work critiques systemic challenges in police leadership and advocates for adaptive, culturally grounded reforms.
