Carlos Vargas-Silva is Research Director and Associate Professor at the Centre on Migration, Policy and Society (COMPAS), University of Oxford. He holds a PhD in Applied Economics from Western Michigan University and leads significant research initiatives on migration, including forced migration, and its interaction with labor markets and public services in both sending and receiving countries.
His research interests span multiple dimensions of migration studies:
- Migration and labor market dynamics
- Forced migration and refugee integration
- Migration policy analysis and coherence
- Development-migration nexus
- Economic impacts of migration
- Policy implementation in migration contexts
Dr. Vargas-Silva has led several major research projects including REMINDER (implications of migration in Europe), ECONREF (integration of refugees in the UK), and LAMFOR (economic consequences of refugee migration in Africa). He currently serves as Principal Investigator for the MIGNEX project where he leads Work Package 5 on Policy, focusing on policy foundations, content and implementation across multiple countries including Somalia and Ghana.
His recent publications demonstrate a strong focus on migration policy coherence, root causes of migration, and the effects of involuntary immobility on development. His work spans European and African contexts, with particular attention to Ghana, and examines both theoretical frameworks and practical policy implications across different migration scenarios.
Dr. Vargas-Silva co-coordinates The Economics of Forced Migration research initiative with Isabel Ruiz at Oxford, providing quantitative evidence on displacement impacts across multiple contexts. His research combines economic analysis with policy evaluation, making significant contributions to understanding migration governance challenges globally.
