Can Şimşek is a Research Fellow at the Digital Governance and Sovereignty Chair of the Paris Institute of Political Studies (Sciences Po) and serves as an external consultant for UNESCO. At UNESCO, he implements the Ethics of AI Recommendations and leads readiness assessments for Türkiye, focusing on policy frameworks at the intersection of law, technology, and human rights.
He holds an LL.M. from the University of Copenhagen and a Master in Public Policy (MPP) in Digitalization from Sciences Po. As a member of the Istanbul Bar Association, he integrates legal expertise with technology governance.
His research examines AI governance mechanisms, algorithmic accountability, and the application of international law to emerging technologies. He previously taught 'Legal Challenges in Data Analytics' at PSL Dauphine University, emphasizing regulatory responses to data-driven systems.
Working within Sciences Po's Digital Governance and Sovereignty Chair, he contributes to interdisciplinary policy development while bridging technical innovation with ethical safeguards for AI deployment in public sectors.
