Caitlin Lee is Director of the Acquisition and Technology Policy Program at the RAND Corporation's National Security Research Division and a Senior Political Scientist. She also serves as an adjunct professor at Georgetown University, teaching force planning. Her expertise spans military strategy, air warfare, force planning, military personnel issues, operational readiness, and military technology. Lee holds a Ph.D. in War Studies from King's College London, an M.A. in Security Studies from Georgetown University, and graduated summa cum laude from Northeastern University.
Her research focuses on innovation, force planning, emerging technologies, and organizational culture. Prior roles include founding the Center for UAV and Autonomy Studies at the Mitchell Institute and leadership positions at RAND, including Associate Director of the Acquisition and Technology Policy program and Acting Associate Director of the Strategy and Doctrine program. She previously served as Jane's senior aviation reporter, covering Pentagon and global airbase operations.
Lee's work emphasizes strategic foresight in defense policy, such as analyzing protracted Sino-U.S. conflict scenarios, NATO dynamics, and countering drone threats. Her contributions to military readiness, joint force effectiveness, and technology policy have shaped U.S. defense strategies, including JADC2 integration and officer career modernization.
