Brian Topp is a Teaching Professor at the Max Bell School of Public Policy at McGill University. He holds a BA in History and Political Science from McGill University (1984) and has extensive experience in government, the financial sector, and labor movements.
Research Interests: Topp specializes in the intersection of economics, politics, and climate policy. His work focuses on fiscal sustainability, government revenue systems, and the economic implications of climate policy, particularly in the context of post-pandemic recovery strategies.
Teaching & Publications: He teaches the Policy Case Study: The Economics and Politics of Alberta’s Climate Policy. His 2020 article in Policy Options analyzes the limitations of current tax systems in financing pandemic recovery.
Professional Background: Topp has held high-level roles including Chief of Staff to Alberta Premier Rachel Notley, Deputy Chief of Staff to Saskatchewan Premier Roy Romanow, and Senior Vice-President (Trade Services) at Credit Union Central of Canada.
