Boris Paal

Prof. Dr. Boris Paal is a full professor of Law and Regulation of the Digital Transformation at the Technical University of Munich (TUM), based in the TUM School of Social Sciences and Technology's Department of Governance. His research focuses on the societal impacts of digital transformation, governance frameworks for AI, quantum computing, and immersive technologies. He holds a Dr. jur. from the University of Konstanz and an M.Jur. from the University of Oxford.

Prof. Paal has held academic roles at the Universities of Freiburg (2009–2021) and Leipzig (2021–2023), and was a part-time judge at the Hamburg Regional Court (2020–2023). He has authored over 100 publications, including monographs on data protection, AI regulation, and digital transformation. His work bridges legal theory and practice, with a focus on interdisciplinary solutions compliant with fundamental rights.

Recent research emphasizes GDPR compliance, AI accountability, and transnational data flows. His team includes researchers like Dr. Tristan Radtke and student employees such as Antonia Hartl. Prof. Paal advises on EU digital policies and chairs the DGRI's IT Arbitration Board. His awards include the GRUR Science Prize for contributions to data law.
