Barış Mutluay is a Researcher at the Department of Political Science and Public Administration, Faculty of Economics and Administrative Sciences, Hacettepe University. He holds a PhD in Political Science (2019) and Master’s degree (2011) from Hacettepe University, with an undergraduate degree in Sociology (2007). His research focuses on political migration, Turkish political life, political sociology, and the philosophy of technology. He has served as a Visiting Lecturer at Coventry University’s Centre for Trust, Peace & Social Relations (2015-2017) and has extensive experience in academic research projects since 2006, including work on Syrian refugees, brain drain in Turkey, and smart city policies.

His research interests span political sociology, migration politics, and applied sociology. Recent work examines political migration to the UK post-1980 coup, smart city implementations, and the socio-political impacts of technological advancements. He has authored/co-authored books on Turkish political history and contributes to academic journals in sociology and political sciences. He actively reviews for peer-reviewed journals like the Ankara Review of European Studies and Anadolu Üniversitesi Sosyal Bilimler Dergisi.
Teaching focuses on political ideologies, political communication, and sociology within political science and international relations curricula. He has organized institutional promotions for the Faculty of Economics and Administrative Sciences at Hacettepe University since 2019.
