B Starr Mc Mullen is a Professor of Economics and Agricultural and Resource Economics at Oregon State University (OSU), affiliated with the School of Public Policy. She holds a Ph.D. in Economics from the University of California, Berkeley, supported by a Sloan Foundation fellowship. Her research focuses on transportation economics, macroeconomic policy, and business cycles, with emphasis on regulation, efficiency, pricing, and environmental impacts. She has served as Chair of the Economics Department (2001–2005) and as a Visiting Professor at institutions including the University of Hawaii and the University of California-Irvine.
Professionally, she is President of the Transportation Research Forum (TRF), past President of the TPUG (Transportation and Public Utilities Group of the AEA), and serves on editorial boards of journals like Journal of the Transportation Research Forum and Transportation Research: Part E. At the state level, she advises Oregon's Governor and has contributed to transportation policy through her roles on the Oregon Governor's Council of Economic Advisors and the Oregon Department of Transportation's Highway Cost Allocation Advisory Board.
Her publications analyze transportation policy, efficiency in motor carrier industries, and the equity implications of taxation policies. Notable work includes studies on code-share agreements, vehicle-mile taxes, and emissions accounting in transit agencies. Awards include the 2009 OTREC Researcher of the Year distinction. She administers the Furman Fellowships in Transportation Economics, fostering future scholars in her field.
