Arto Luukkanen is a Senior University Lecturer at the University of Helsinki, specifically affiliated with the Faculty of Arts and the Aleksanteri Institute - Finnish Centre for Russian and East European Studies. He holds a Doctor of Theology from the University of Helsinki (1995) and has earned docent positions in Church History (University of Helsinki, 1997), Russian History (University of Tampere, 1998), and Political History (University of Turku, 2005). His academic career spans over three decades with positions at the University of Helsinki, Academy of Finland, and St. Anthony's College, Oxford.
Luukkanen's research focuses on Russian and Soviet history, contemporary Russian politics, security policy, and ethnicity policy. His work demonstrates a strong interdisciplinary approach, connecting historical analysis with political science and sociology. He has published extensively on topics including the religious policy of the Bolshevik Party, Russian statehood development, Soviet history, and contemporary Russian politics under Putin.
His publication record shows consistent scholarly output throughout his career, with a particularly productive period between 2010-2017. His most recent major work, 'Putinin perukirja' (2024), analyzes Russia's security policy and its implications for Ukraine and Finland's geopolitical position. His research shows a clear evolution from early focus on Soviet religious policy toward contemporary Russian politics and security issues.

As an educator, Luukkanen has supervised numerous master's theses (dozens between 2006-2015) and currently teaches Russian and East European Studies. He has also served as an expert for the Finnish Ministry of Foreign Affairs, Finnish Parliament, and Finnish Ministry of Defence. His work demonstrates deep engagement with both academic scholarship and practical policy concerns regarding Russia and Eastern Europe.
