Anthony Howell is an Associate Professor of Public Policy and Management at Arizona State University's School of Public Affairs, and Director of the Center on Technology, Data, and Society. He holds affiliations with the Watts College of Public Service & Community Solutions and the School of Global Futures. Previously, he served as an Associate Professor at Peking University's School of Economics. His research focuses on policy evaluation, economic development, and ethnic disparities in China, incorporating geospatial analysis and causal inference methods. He has secured over $1M in grants from the NSF and other international bodies.
Education: PhD in Geography (UCLA), MS in Statistics (UCLA), MS in GIScience (MSU), and multiple B.A. degrees in Political Science, International Development, and Chinese Studies.
Research Interests: Policy reversals and economic recovery, firm competitiveness, ethnic disparities, migration, and the societal impacts of technology. Notable work includes studies on rural road stimulus programs, cash transfer policies, and climate mitigation equity.
Awards: Recognized with awards from China’s National Science Foundation for research excellence. His advisory roles include collaborations with the Ministry of Science and Technology and Silicon Valley start-ups.
