Anne Juberg is an Associate Professor in the Department of Social Work at the Norwegian University of Science and Technology (NTNU), Faculty of Social and Educational Sciences. She holds a PhD in Health Sciences and a Cand. Polit. in Social Work, with additional education in psychology and religious studies. Her academic career includes a temporary position as university lecturer/associate professor at Sør-Trøndelag University College (HiST) from 2013-2015, followed by a permanent associate professor position at HiST/NTNU since 2015.
Dr. Juberg's research interests focus on substance abuse, society and crime, substance abuse and social work, housing and welfare policy, scientific theory, the child-adult transition in individualistic societies, and the school as an arena for social work practice. Her approach integrates cultural criminology concepts, particularly her development of the concept of 'tentativitet' (tentativeness) to describe youth navigating between law-abiding and criminal behavior. She examines how young people in this 'gray zone' maintain ambiguous positions regarding substance use and legal boundaries while still identifying with mainstream societal norms.
Her recent publications reveal consistent engagement with youth substance abuse, transition to adulthood, and welfare policy. The research demonstrates a strong focus on qualitative methods, particularly focus group studies, with increasing attention to housing policy implications and the intersection of substance abuse with other social challenges. Her work bridges theoretical frameworks with practical social work applications, emphasizing the importance of understanding youth perspectives rather than applying risk-based categorizations.
Dr. Juberg actively participates in the KUPSA research group (Knowledge and Practice Development in Social Work) and the SWHOP sub-project (Social Work History of the Present). She is involved in multiple current research projects including 'The bridge between prison and municipality,' studies on child welfare policy development, and historical analyses of social work education in Trondheim. She also supervises PhD projects on young girls and substance abuse and user participation in substance abuse services.
As an educator, she is part-responsible for three teaching subjects at bachelor and master levels: Social Work as a Subject and Profession, Bachelor's Thesis in Social Work, and Theory of Science and Philosophy of Science. She also provides skills training, internship follow-up, and thesis supervision across all academic levels. Her professional network includes FORSA Norway, the Kettil Bruun Society for epidemiological and social research on alcohol and drugs, and the International Consortium of Social Development.
