Dr. Angeline Martel is a Full Professor of Sociolinguistics and Linguistics at TÉLUQ University, where she has served since 1988. She previously directed the Department of Humanities, Letters and Communications from 2006-2012 and was re-elected in 2013. Her career includes developing 21 language teaching courses and 6 academic programs, plus international collaborations with UN Refugee Agency, Oxfam-Québec, and France's National Center for Distance Education.

Her research examines language policy, linguistic rights, and intercultural education, with work cited in studies on globalization, minority relations, and language technologies. She has delivered 112+ scientific communications worldwide and received grants from CRSH and FODAR.
Professor Martel co-founded the journal DiversCité Langues (1996), serves on UNESCO's committee for the Universal Declaration of Linguistic Rights, and advises the Council of Europe on language policy. She contributed to landmark Canadian language rights litigation (Mahé v. Alberta, 1990) and served 9+ years on Quebec's language policy council.
