André Bartsch is a Doctoral Researcher at the Max Planck Institute for the Study of Crime, Security and Law since May 2024, affiliated with the Department of Public Law. He concurrently serves as academic staff on the “Surveillance Barometer” project. His research focuses on constitutional law, particularly fundamental rights, public security law, and anti-discrimination law, alongside legal theory and methodology. Bartsch holds a scholarship from the German Federal Ministry of Education (Deutschlandstipendium) during his law studies at the University of Münster (2019–2024), specializing in public law and participating in the International Law and Foreign Law and Language Program. His independent research project explores the role of fundamental rights in restricting state funding for public security purposes.
