Core research areas:
- Optimal taxation frameworks for low-income families
- Labor supply responses to tax credit reforms
- Household decision-making in health care contexts
- Marriage market interactions with economic policy
His publications develop methodologies for earnings dynamics modeling and evaluate policy impacts on labor participation. Recent work examines moment matching techniques for earnings data and health care reform's effects on household labor search.
Dr. Shephard teaches graduate labor economics, covering topics from discrete choice labor supply to dynamic household matching models. He previously led the FORTAX project developing UK tax policy simulation tools.
