Andreas Lienhard is a Professor of Constitutional and Administrative Law at the Department of Public Law within the Faculty of Law at the University of Bern. He is also affiliated with the Competence Center for Public Management (KPM) at the University of Bern, where he serves on the executive board. From August 2020 to July 2022, he served as Dean of the Faculty of Law.

Lienhard's research focuses on constitutional and administrative law, with particular expertise in public financial and commercial law, public administration reforms (especially public corporate governance and judicial organization), and legislation. His work bridges legal scholarship with practical public administration challenges, examining how legal frameworks shape governance structures and decision-making processes in the public sector.
His recent publications demonstrate a strong focus on Swiss public administration models, particularly the implementation of New Public Management approaches across Swiss cantons. His research examines the practical application of performance budgeting, lump-sum budgets, and performance mandates in cantonal administrations, analyzing both the successes and challenges of these reforms.
