Andrea Guerrini is an Associate Professor at the Department of Business Economics, University of Verona, and currently serves as a Commissioner at the ARERA (Italian Regulatory Authority for Energy, Networks, and Environment). He is also President of WAREG (Association of European Water Regulators) and a delegate to the OECD’s Network of Economic Regulators (NER). His primary research focuses on water management, performance measurement in public utilities, and sustainability.
He has authored monographs on water governance and utility management, including Water Management in Italy: Governance, Performance & Sustainability (2014) and Management delle Aziende del Servizio Idrico (2018). His work explores efficiency in public utilities, tariff design, and environmental impact reduction in wastewater treatment.
Guerrini has led EU-funded projects on topics such as material recovery from wastewater sludge and water management in insular regions. He co-founded the WaMaTeRC (Water Management & Technology Research Center) and has advised water utilities on regulatory frameworks and performance benchmarking.
He has held roles such as President of the Board of Directors of a water utility and contributed to policy initiatives like tariff models for the Autonomous Province of Bolzano.
