His research centers on international film history and aesthetics, with specialized focus on cultural representation of place, location, and movement. Current projects include monographs on Paris in French cinema (1945-1960) and regional space in Japanese cinema. His scholarly output reveals consistent thematic preoccupations with urban environments, transnational flows, and spatial narratives across diverse cinematic traditions.
Phillips served as editor of the journal Screen for ten years (2014-2024) and currently serves on editorial boards for Screen, the Journal of Japanese and Korean Cinema, and Bloomsbury's 'Screen Studies' platform. He chairs the Management Committee of Oxford's Ultimate Picture Palace community cinema, demonstrating commitment to both academic and public film engagement.
Administratively, he holds roles as International Partnerships Officer and Director of the PhD Programme in Global Screen Studies (with Nagoya University), while serving as Departmental Representative for the Warwick/Monash Alliance. His extensive examination record includes over thirty PhD theses across five continents and external examiner duties for programs at King's College London, University of Glasgow, and University of Exeter.
