A. Randolph Kluver

A. Randolph Kluver serves as Associate Provost for Global Partnerships and Dean of OSU Global at Oklahoma State University, holding the Don and Cathey Humphreys Chair in Global Studies. As senior international officer, he oversees global strategy, Study Abroad programs, International Students and Scholars, the English Language Institute, China Programs Office, and multiple international liaison offices.

His academic preparation includes a Ph.D. in Communication from the University of Southern California (1993), M.A. in Communication from California State University at Los Angeles (1990), and B.A. in Communication from the University of Oklahoma (1986).

Dr. Kluver's research examines the geopolitical dimensions of digital media, with emphasis on Asian political contexts and international communication systems. His work investigates how internet technologies reshape public diplomacy, electoral processes, and cross-cultural discourse, particularly through comparative analyses of media coverage in Chinese, Russian, and Arabic contexts.

His publication trajectory reveals evolving focus from foundational studies of internet-election interactions to contemporary analyses of strategic narratives in contested democracies, spanning communication theory, political science, and area studies with strong interdisciplinary connections to media ecology and digital geopolitics.
