Research Fellow
Anneke Monsma serves as a Visiting Fellow at the Erasmus Centre for Local Governments (ESBL) within the Erasmus School of Law at Erasmus University Rotterdam. She concurrently holds positions as a deputy judge at the Court of Appeal of The Hague, editor for Belastingblad and NDFR encyclopedias, and instructor for master-level fiscal law courses at multiple institutions. Her research centers on fiscal autonomy of Dutch sub-central governments (municipalities and water boards), analyzing legal boundaries imposed by national/international tax rules and case law. She investigates intersections between local taxation systems and sustainable development, particularly how municipal tax policies can advance climate goals and circular economy principles through fiscal instruments like parking levies and property valuation frameworks. Recent publications (2019-2023) reveal consistent focus on practical tax implementation challenges, including WOZ property valuation disputes, parking fee equity, and environmental levy structures. Her work demonstrates how local tax autonomy operates within constrained legal frameworks while addressing contemporary issues like renewable energy integration and climate policy. No graduate student advising or research grant details are explicitly documented in available materials, though her extensive editorial and teaching roles indicate significant knowledge transfer activities. Monsma actively collaborates with the Erasmus Centre for Local Governments research unit and professional networks including the Nederlandse Orde van Belastingadviseurs (NOB) stakeholder group and Landelijke Vereniging Lokale Belasting (LVLB), contributing to both academic discourse and practical tax policy development.
