Johannes Himmelreich is an Assistant Professor in the Department of Public Administration and International Affairs at Syracuse University's Maxwell School of Citizenship and Public Affairs. His research focuses on the intersection of applied ethics, political philosophy, and technology, particularly in AI governance, the ethics of autonomous systems, and algorithmic fairness. He holds a PhD in Philosophy from the London School of Economics (2016), an M.Sc. in Philosophy and Public Policy (2011), and a B.A. in Philosophy and Economics from Bayreuth University (2010). Dr. Himmelreich’s work addresses ethical challenges in emerging technologies like self-driving cars and AI-driven public administration. He co-edited The Oxford Handbook of AI Governance and has published widely on topics such as structural injustice in AI, administrative ethics, and the governance of digital systems. His teaching includes courses on the philosophy and ethics of data science, public administration, and emerging technologies. Key research grants include the National Endowment for the Humanities-funded Good Decisions: Data Science as a Moral Practice (2024–2025) and the ReGInA project on ethics in data science (2023–2024). He has received awards for teaching excellence and impactful research, including the Birkhead-Burkhead Award (2022) and the Camilla Stivers Award (2022). Himmelreich’s interdisciplinary collaborations span academia, industry, and policy. He co-founded the DS-Ethics initiative ( https://ds-ethics.org ) and advises on AI ethics for institutions like the City of Syracuse’s Surveillance Technology Working Group. His work bridges theoretical philosophy with practical policy design, emphasizing equity and democratic values in technological governance.
