Stephen E. Flynn is a Professor of Political Science and the Founding Director of the Global Resilience Institute at Northeastern University’s College of Social Sciences and Humanities. He is a globally recognized expert in critical infrastructure resilience, supply chain resilience, and homeland security policy. His research focuses on disaster risk management, policy design, and post-disaster resilience assessments supported by organizations like the Alfred P. Sloan Foundation and the U.S. Department of Homeland Security. PhD in International Relations, The Fletcher School of Law and Diplomacy, Tufts University (1991) MALD in International Relations, The Fletcher School, Tufts University (1990) BS in Government, U.S. Coast Guard Academy (1982) His career includes 20 years as an active-duty U.S. Coast Guard officer, two sea command tours, and roles as President of the Center for National Policy and a senior fellow at the Council on Foreign Relations. He advised the Obama presidential transition team on homeland security in 2008. Current appointments include membership in the Homeland Security Science and Technology Advisory Council (HSSTAC) and the U.S. Coast Guard Academy Board of Visitors. His publications include Critical Infrastructures Resilience (2018), The Edge of Disaster (2007), and America the Vulnerable (2004). His work bridges engineering principles with policy frameworks to address systemic vulnerabilities in critical systems. Key grants and projects include post-disaster resilience studies funded by DHS, FEMA, and the Sloan Foundation. He leads initiatives to strengthen societal resilience through interdisciplinary collaboration.
