Professor
Professor Petros Liakouras is a distinguished academic specializing in International Law, affiliated with the Department of International and European Studies at the University of Piraeus. He holds the position of Professor since 2001 and has served as Director of the Postgraduate Program in International and European Studies (2020–present) and Director of the Negotiation and Mediation Research Center (2015–present). His expertise spans international legal frameworks, maritime law, and conflict resolution, with particular focus on Greek foreign policy and Mediterranean geopolitics. Education: Yale, Temple, and Athens Universities, and Harvard’s Program on Negotiation. Professional Affiliations: Member of the Hellenic Ministry of Foreign Affairs’ Policy Planning Center, Greek legal team for maritime delimitation negotiations, and boards of several international law associations. Research interests include the law of the sea, treaty interpretation, cyber warfare, and national security. He has authored over 30 publications, including books and journal articles on Cyprus, Kossovo, and maritime boundary disputes. His work extends to policy advising, notably on Greek-Turkey maritime disputes and the Prespa Agreement drafting.
