Associate Professor
Dr. Asaf Lubin is an Associate Professor of Law at Indiana University Maurer School of Law and an Affiliated Faculty member at the Hamilton Lugar School of Global and International Studies. He additionally serves as a Faculty Associate at the Berkman Klein Center for Internet and Society at Harvard University and an Affiliated Fellow at Yale Law School's Information Society Project. Dr. Lubin is also a Visiting Scholar at the Hebrew University of Jerusalem Federmann Cyber Security Research Center. Dr. Lubin holds a dual degree in law and international relations (LL.B./B.A., magna cum laude, '14) from Hebrew University of Jerusalem, and Master of Laws (LL.M. '15) and Doctor of the Science of Law (J.S.D. '20) degrees from Yale Law School. He attended The Hague Academy of International Law and interned for the United Nations International Criminal Tribunal for the Former Yugoslavia. Dr. Lubin's research centers around the intersection of law, technology, and international security, with a focus on cybersecurity law, national security law, international law, privacy law, insurance law, human rights law, and torts. His scholarship explores the complex legal challenges produced by technological advancements in national security and international law. His work draws on his experiences as a former intelligence analyst with the Israeli Defense Forces Intelligence Branch (2004-2009) and his time as a Robert L. Bernstein International Human Rights Fellow with Privacy International (2016-2017). Dr. Lubin is the author of two forthcoming books: "The International Law of Intelligence: The World of Spycraft and the Law of Nations" (Oxford University Press, 2026) and "Teaching Cybersecurity Law and Policy" (Edward Elgar, 2026). He has co-edited "The Rights to Privacy and Data Protection in Armed Conflict" (NATO CCDCOE, 2022) and published an open educational resource, "Torts: Cases Problems and Policy Choices" (Indiana Publishing, forthcoming, 2025). 2024 Israeli Forum for Intelligence Studies Best Peer-Reviewed Article for "Selling Surveillance" 2022 American Society of International Law's Lieber Society's Richard R. Baxter Prize for "The Reasonable Intelligence Agency" 2020 Yale Law School Ambrose Gherini Prize for "The Liberty to Spy" Dr. Lubin has previously taught at Columbia Law School and Yale College. His work has been published in the UC Davis Law Review, Ohio State Law Journal, Georgia Law Review, Harvard International Law Journal, Yale Journal of International Law, and Harvard National Security Journal, among others. He is a Contributing Editor at Lawfare and has written for Just Security. His work has appeared on the History Channel's "The UnXplained with William Shatner."
