Prof. Carlos Mendez is a Professor and Director of the European Policies Research Centre (EPRC) at the University of Strathclyde. He holds a BA from University College London, an MSc from the London School of Economics, and a PhD from Strathclyde. His research focuses on EU Cohesion Policy, regional development, and EU communication strategies, with a particular emphasis on citizen engagement and policy evaluation. Dr. Mendez leads major Horizon 2020 projects and collaborates with EU institutions on innovative techniques like computational text analysis and framing analysis. His work addresses EU communication effectiveness, policy reform, and the green/digital transition. He has authored over 129 research outputs, including policy reports and peer-reviewed articles, and advised on EU budget frameworks and Cohesion Policy implementation. Key projects include 'Regional Policy in Europe: A Comparative Assessment' funded by Switzerland and Norway. His research bridges policy analysis with practical implementation, emphasizing administrative capacity and citizen-centric governance. He has supervised three graduate students and contributed to datasets on Cohesion Policy impact and European identity. Grant activities include EU-funded studies on Cohesion Policy performance, transparency requirements, and Just Transition Fund strategies. He actively participates in conferences and workshops, such as the 45th Annual EoRPA meeting, promoting interdisciplinary dialogue on EU policy challenges.
