Xavier L'Hoiry

Dr. Xavier L'Hoiry is a Senior Lecturer in Criminology and Social Policy at the University of Sheffield’s School of Sociological Studies, Politics and International Relations. He serves as Director of Student Recruitment and Marketing and co-chair of the Sheffield University Policing Research Group (SUPRG). His research focuses on organized crime, policing practices, surveillance, and restorative justice, emphasizing collaboration with practitioners to ensure policy impact. He holds a PhD in Criminology from Teesside University, an MA in Criminology from Leeds, and an LLB in Law from Durham.

Key research areas include illicit markets, police collaborations, human trafficking online, and watch groups. He has led projects funded by the Leverhulme Trust, ESRC, and N8 Policing Partnership, among others. Notable outputs include a risk assessment tool for online human trafficking and policy recommendations for young magistrates’ recruitment. Teaching emphasizes critical analysis and employability, with modules on organized crime and social policy.

Professional roles include editorial board memberships for Trends in Organized Crime and Urban Crime, and participation in the South Yorkshire Organized Crime Partnership Board. Current projects address criminality in the private rented sector and digital surveillance’s societal impacts.
