Will Lowe

Dr. Will Lowe is a Senior Research Scientist at the Hertie School, specializing in legislative politics, political economy, and public policy. He holds a PhD in Cognitive Science from the University of Edinburgh and a BA in Philosophy from the University of Warwick. Before joining the Hertie School, he worked at Princeton University as a Senior Research Specialist and Lecturer in Politics, and held positions at Harvard University, Trinity College Dublin, the University of Nottingham, and the MZES.

His research focuses on methodological innovations in text analysis and causal inference, with applications to central bank communication, regulatory lobbying, and pandemic policy responses. He has contributed to software tools like quanteda and Yoshikoder for quantitative text analysis.

Lowe’s recent work examines the intersection of technology and governance, including digital contact tracing, machine translation quality, and the role of social media in political participation. His articles frequently bridge computational methods with substantive policy questions, such as racial bias in policing and cross-national vaccination prioritization strategies.
