Volker Stocker

Volker Stocker is a postdoctoral researcher and research group lead at the Weizenbaum Institute for the Networked Society (The German Internet Institute) and an associated researcher at the Technical University Berlin and the Max Planck Institute for Informatics. His interdisciplinary work bridges technology, economics, and policy in the context of digital infrastructures, platforms, and the Internet ecosystem.

His research focuses on the economics, evolution, and regulation of digital systems, including generative AI, 6G, and cyber resilience. Recent publications analyze systemic risk evaluation under the Digital Services Act, mobile broadband measurement challenges, and sustainability reporting in tech companies.

Volker earned his summa cum laude doctoral degree in economics from the University of Freiburg, with visiting appointments at TU Berlin, Northumbria University, and MIT. He co-organizes academic events, hosts the PLAMADISO Talks series, and serves as Vice Chair of the ITS Europe board.
