Tor-Inge Harbo

Tor-Inge Harbo is a Professor at the Department of Law, University of Agder. He holds dual PhDs in political science (Free University Berlin) and law (European University Institute).

His research focuses on European law, international law, constitutional law, and legal theory. Recent work examines proportionality analysis in human rights and national security contexts.

Key publication: The Function of Proportionality Analysis in European Law (Brill Research, 2015). His 2024 articles analyze self-defense law and politicization of the European Court of Human Rights.

He has served as a legal expert in Norwegian media debates about wars in Ukraine and Gaza, and contributed to national security policy discussions.
