Tom Baker

Tom Baker is the William Maul Measey Professor of Law at the University of Pennsylvania Law School. His expertise spans insurance law, legal policy, and behavioral economics. He holds leadership roles as the Reporter for the American Law Institute’s Restatement of Liability Insurance and a Board member of Bowhead Specialty Holdings. Baker co-founded Picwell, a health analytics firm, and created the COVID Coverage Litigation Tracker to monitor pandemic-related insurance disputes.
