About
Timothy P. Connors serves as a Lecturer at the University of Michigan Law School and has been a state court judge in Washtenaw County since 1991, including an 11-year tenure as chief judge. He presides over civil and domestic divisions of the Trial Court and the neglect and abuse docket in Juvenile Court, while also leading the Washtenaw County Peacemaking Court. His judicial service extends to the Michigan Tribal-State-Federal Forum as past co-chair and as judge pro tem for the Little Traverse Bay Bands of Odawa Indians.
Connors' pioneering research focuses on integrating Indigenous peacemaking traditions into state court systems, bridging tribal and state legal frameworks through culturally responsive dispute resolution. His work spans family law, juvenile justice, and tribal sovereignty, demonstrating practical applications in wrongful death suits, elder guardianship disputes, estate distributions, and child custody cases. This scholarship advocates for hybrid justice models that honor cultural heritage while addressing contemporary legal challenges.
His publications reveal a consistent trajectory toward validating Indigenous legal traditions within mainstream judicial systems, emphasizing restorative over punitive approaches. Articles in the American Bar Association Judges Journal and Michigan Bar Journal establish foundational arguments for adopting tribal peacemaking principles in state courts, particularly regarding the Indian Child Welfare Act and historical tribal-state legal relationships.
Connors' exceptional contributions have been honored with:
- Daniel J. Wright Lifetime Achievement Award for Exemplary Service to Michigan’s Families and Children (2021)
- Thurgood Marshall Civil Rights Award from the NAACP Ypsilanti Willow Run Branch (2018)
- National Council of Juvenile and Family Court Judges Innovator of the Year Award
- Hilda Gage Judicial Excellence Award from the Michigan Judges Association
- Three-time recipient of the Justice Blair Moody Award for Judicial Excellence
As an educator, Connors teaches specialized courses including "Peacemaking in State Court Justice Systems" and "Trial Advocacy," mentoring law students in innovative courtroom techniques while advancing judicial education through the Native American Rights Fund's Indigenous Peacemaking Initiative. His collaboration with tribal communities fosters cross-cultural legal practice that respects Indigenous sovereignty.
He actively shapes justice policy through the Michigan Tribal-State-Federal Forum and operationalizes theory in the Washtenaw County Peacemaking Court, creating institutional frameworks where traditional Native dispute resolution methods inform state judicial proceedings across civil, family, and juvenile matters.
