Terrence Noel Keefe

Terrence Noel Keefe is a Senior Lecturer in Information Systems at the School of Computing and Digital Technologies, part of the College of Business, Technology and Engineering at Sheffield Hallam University. He joined the university in 2006, bringing expertise in Technology Enhanced Learning, IT Business Implementation, and Employability. His teaching focuses on postgraduate and undergraduate programs in IT Project Management, Professional Ethics, Business Analysis, and Strategy.

Keefe holds an MSc, MA, PGCE, and MBCS qualifications. His research interests span e-government, cyber-ethics, e-learning, and IT professionalism. He previously led the e-learning IT Research and Development team at the University for Industry, managing projects like Mobilearn (mobile learning technologies), Cybrarian (internet engagement strategies), and Time2Learn (workplace e-learning capabilities). His career includes 20 years in the UK Civil Service, where he developed IS consultancy services linking IT to employment policy and organizational change.

Keefe’s recent research explores historical perspectives on ICT in government and evaluates e-government service quality. His work emphasizes bridging technical capabilities with ethical and strategic considerations in IT. He actively integrates historical methodologies into his research, as seen in his 2015 conference paper on ICT in government history.

Notable projects include leading content development for EU-funded Mobilearn and contributing to collaborative innovation analyses in e-government. He advocates for practical, flexible teaching methods to support working students in postgraduate programs like the MSc IT Management.
