Dr. Stuart Wallace is an Associate Professor at the University of Leeds' School of Law, part of the Faculty of Social Sciences. He specializes in European Convention on Human Rights Law, Constitutional Law, and the intersection of human rights with military operations. Wallace's research explores the application of human rights law to armed conflicts, particularly focusing on the European Court of Human Rights' jurisdiction over military operations. His 2019 book, The Application of the European Convention on Human Rights to Military Operations, published by Cambridge University Press, is a landmark study in this field. He has advised on legal protections for armed forces personnel and contributed to debates on ECHR derogation reforms.
His most recent publications address UK constitutional challenges to human rights frameworks, lessons from ECtHR rulings on extraterritorial hostilities (e.g., Georgia v Russia II), and the role of non-judicial mechanisms in holding private military companies accountable. He currently supervises postgraduate researchers Colin Gregory and Ms Erika Moranduzzo.
Wallace is affiliated with the Centre for Law and Social Justice and holds a Fellowship of the Higher Education Academy (FHEA). He regularly engages with international organizations like the Society of Legal Scholars and contributes to EU policy dialogues on human rights cooperation with non-state actors.
