About
Stuart Chinn serves as the Frank Nash Professor of Law at the University of Oregon School of Law. He has held significant administrative positions including Associate Dean for Programs and Research (2016-2020) and Associate Dean for Academic Affairs (2020-2023). His academic work focuses on constitutional law, legislation, and legal and political history within the American context.
Professor Chinn's research interests center on American political development, particularly examining how major legal reforms undergo 'recalibration' over time. His work investigates the patterns where initial legislative and judicial victories in reform eras are subsequently compromised, with resilient institutions and legal rights adapting rather than being fully replaced. He has published in prestigious venues including the University of Chicago Press, Law & Social Inquiry, and Polity, as well as numerous law reviews.
His most significant scholarly contribution is the 2014 book Recalibrating Reform: The Limits of Political Change published by Cambridge University Press. This work examines historical patterns where reforms like Reconstruction, New Deal labor laws, and civil rights legislation were followed by periods of retrenchment or reinterpretation. The book has been praised by leading scholars for its original analysis of how the Supreme Court manages transitions between legal-constitutional orders.
- Robert L. Tsai (American University) noted: 'Chinn's superb book challenges us all to rethink how courts apply, adjust, and sometimes frustrate landmark achievements of the people.'
- Bruce Ackerman (Yale University) described it as providing 'a penetrating set of answers that set a new agenda in both law and political science.'
Before joining Oregon Law, Professor Chinn was a Visiting Assistant Professor at the University of Texas School of Law. He earned his B.A., Ph.D. in political science, and J.D. from Yale University, bringing interdisciplinary expertise to his legal scholarship.
