Steve Montague is an Adjunct Professor at the School of Public Policy and Administration, Carleton University, with nearly 40 years of expertise in performance planning, program evaluation, and results-based management. He serves as founder and President of Performance Management Network and is a Fellow of the Canadian Evaluation Society (CES). His work spans federal and provincial governments in Canada, the United States, Australia, and international bodies like the UN, World Bank, and OECD.
Montague has pioneered results-based management frameworks, delivering workshops since 1992 for organizations such as the Canadian Treasury Board and the Office of the Auditor General. Over 250 organizations and 20,000 individuals have participated in his training sessions. He is a founding member of the Performance and Planning Exchange (www.ppx.ca) and contributes to the American Evaluation Association’s technical interest groups.
He has received multiple accolades, including CES National Capital Region’s Leadership in Evaluation Award (2003) and a Government of Canada Merit Award for his work in the 1980s. Since 2004, he has annually delivered the CES Essential Skills Series in Evaluation.
