Stephen Phillips

Stephen Phillips is a Project Researcher at the Institute for Human Rights within Åbo Akademi University's Faculty of Social Sciences, Business and Economics, and Law. His work focuses on migration governance, refugee rights, and border policy analysis.

Research interests include:

• Refugee law and asylum policy implementation
• International human rights frameworks in border contexts
• Vulnerability of displaced populations
• Comparative analysis of migration detention systems
• Extraterritorial state obligations

Recent publications (2013-2025) concentrate on European border governance, detention ethics, policy diffusion between Australia/Europe/US, and legal innovation in migration control. Trends show increasing focus on crisis-driven policy changes at EU borders, particularly Finland's eastern frontier.
