Stephen P. Mullin

Stephen P. Mullin is an Adjunct Instructor at the College of Liberal Arts, affiliated with the Master of Public Policy Program. He is also president of Econsult Solutions, Inc., a Philadelphia-based economic consulting firm specializing in urban economics, state and local public finance, and development policy analysis.

• Education: 1977 magna cum laude graduate in economics from Harvard University, MA in economics from the University of Pennsylvania (1982)

His professional career includes significant governmental roles, such as Philadelphia’s director of commerce (1993-2000) and director of finance (1992-93), alongside leadership positions in St. Louis during the 1980s. His research and consulting focus on public policy intersections with municipal finance and urban economic development.
