Stephanie Russo Carroll is an Associate Professor in the Department of Community, Environment and Policy at the University of Arizona's Mel and Enid Zuckerman College of Public Health. She also serves as Affiliate Faculty at the College of Law, Acting Director and Assistant Research Professor at the Udall Center for Studies in Public Policy, and Associate Director of the Native Nations Institute.

Her research focuses on the intersection of Indigenous governance, data sovereignty, environmental justice, and community wellness. She leads the Collaboratory for Indigenous Data Governance, co-edited Indigenous Data Sovereignty and Policy, and co-developed the CARE Principles for Indigenous Data Governance. Her work spans collaborations with Indigenous communities across the US Southwest, Arctic, and international networks.
Key scientific contributions include co-founding the US Indigenous Data Sovereignty Network, chairing the Global Indigenous Data Alliance, and leading initiatives to align federal and Indigenous research ethics frameworks. She actively mentors Indigenous scholars from undergraduate to postdoctoral levels and advocates for Indigenous community resilience through climate and health research.
