About
Stephan Keukeleire is a full professor at KU Leuven, affiliated with the Leuven International and European Studies (LINES) unit under the Faculty of Social Sciences. He holds leadership roles in multiple academic committees, including the Council of the Faculty of Social Sciences and the Leadership Team Political Sciences. His research focuses on European foreign policy, hybrid actors in the Middle East and North Africa, and the decentring paradigm in international relations. Key projects include analyzing EU diplomacy toward hybrid actors and examining Russia’s cyber policy narratives. He teaches courses like 'European Foreign Policy' and contributes to curriculum development in transnational and global perspectives on Europe.
His research emphasizes overcoming EU-centric approaches by integrating external perspectives, particularly through studies on geopolitical othering and BRICS-EU dynamics. Recent publications address EU support for international institutions, decentring frameworks, and structural diplomacy challenges. He actively participates in global governance debates and has co-authored works on EU foreign policy translated into Chinese and Greek.
Keukeleire leads projects such as 'European diplomatic practices toward hybrid actors' (2022–2023) and co-leads the 'Connectivity, Contestation and Cooperation in Global Governance' initiative (2018–2024). His teaching and research bridge academic theory with policy analysis, addressing contemporary challenges in EU external relations.
