Prof. Dr. Stefan Oeter serves as Professor for Public Law, International Law and Foreign Public Law at the University of Hamburg's Faculty of Law. He has held this position since October 1999 as a Universitätsprofessor (C4) and also serves as managing director of the Institute for International Affairs at the University of Hamburg. Previously, he was Pro-Dean for Studies and Teaching from 2005-2010.
Dr. Oeter's educational background includes law studies at Heidelberg University (1979-1983) with an exchange period in Montpellier, passing his First State Examination in December 1983 ('gut', 11.5 points) and Second State Examination in January 1987 ('befriedigend', 8.6 points). He earned his doctorate in summer 1990 from Heidelberg University with the dissertation 'Neutralität und Waffenhandel' (Neutrality and Arms Trade) and completed his habilitation in the 1996/97 academic year at Heidelberg University's Law Faculty in the fields of 'German and Foreign Public Law, International Law and European Law' with a work supervised by Prof. Dr. Jochen A. Frowein titled 'Integration und Subsidiarität im deutschen Bundesstaatsrecht. Untersuchungen zur Bundesstaatstheorie unter dem Grundgesetz' (Integration and Subsidiarity in German Federal Constitutional Law).
- Legal handling of cultural diversity issues, particularly in the legal processing of cultural and linguistic minorities, as well as in dealing with migrants and foreigners
- International conflict law, especially questions of humanitarian intervention and protection of civilians from military violence
- Long-term focus on counter-terrorism measures
- Current developments in economic international law, especially WTO/GATT law
- Construction problems of federal systems, extending from German federal constitutional law to multinational federal states and EU construction
- Theory of international law and international relations, Global Constitutionalism
Prof. Oeter holds several prestigious positions including membership in the Permanent Court of International Arbitration in The Hague since 2008, chairmanship of the Historical Commission of the International Society for Military Law, and membership in the Independent Expert Committee of the Council of Europe for the European Charter for Regional or Minority Languages since 1999.
He has directed the Institute for International Affairs at the University of Hamburg since 1999 and has declined professorship offers from the Universities of Bremen, Frankfurt/M, and Bonn throughout his career. His administrative experience includes serving as Pro-Dean for Studies and Teaching from 2005-2010.
