Simon Bell is a Professor at the Estonian University of Life Sciences (full-time) and holds a part-time Professorial role at the University of Edinburgh. He serves as the Head of the Department of Landscape Architecture and Chair of the Landscape Architecture Program. Previously, he was President of the European Council of Landscape Architecture Schools (2012–2018). His research focuses on outdoor recreation landscapes, wellbeing, forest landscapes, and Soviet-era rural landscapes. He earned a PhD from Estonian University of Life Sciences in 2009, an M.Phil (1981–1983), and a BSc (1976–1979).

Awards include the 2022 European Council of Landscape Architecture Schools Lifetime Achievement Award and a 2002 Travelling Fellowship from the Japan Society for the Promotion of Science.
