Dr. Shishir Mathur is a Professor of Urban and Regional Planning at San José State University (SJSU), where he also served as Associate Dean of Research (2016-2019) and Director of the Certificate in Real Estate Development program (2016-2020). He holds a PhD in Planning from the University of Washington, along with a Master of Urban Planning and a Bachelor of Architecture.
His research focuses on public finance, urban economics, housing policy, and transportation planning. He has authored three books, including Development Charges: Funding Urban Infrastructure in India and the Global South (2024) and Innovation in Public Transport Finance: Property Value Capture (2014), as well as over 100 peer-reviewed articles. His work explores value capture mechanisms, equity in urban development, and fiscal strategies for sustainable cities.
Dr. Mathur has advised organizations such as UN-HABITAT, the Federal Transit Administration, and the City of San Jose. He has received two university awards: the Provost's Award for Excellence in Service Learning and the Provost's Award for Excellence in Assessment of Learning Activities.
His recent articles address topics like affordable housing finance, transit-oriented development barriers, and quantile regression analysis of housing markets. His research emphasizes bridging theory and practice to inform equitable urban policies.
